Sir Lord James Jefferson or rather, just James, is a canon character in the Pokemon anime. He is a member of Team Rocket.
In The Network he is played by Sato.

History[]
Many people dream of being rich and famous, James Jefferson is not one of them. He grew up with a rich family and had little freedom. He had twenty three tutors, etiquette lessons, piano lessons and violin lessons. His best friend was his pet Growlithe, Growlie.
He once attended Pokemon Tech, a prestigious Pokemon training school, where he first met Jessica Hamilton. Both of them failed their final exams and flunked out.
Despite all of this, James's childhood wasn't all work. Such as the times he would visit his Nanny and Pop Pop at their 'summer cottage'. James had many happy times at their home playing with many of the Pokemon that lived in their greenhouse. Although, these happy times were few and James was no longer able the handle the pressure when his parents arranged for him to marry a girl named Jessiebell. Jessiebell was a demanding young lady who was constantly trying to turn James into something he wasn't. This incident deeply scarred James mentally, leaving him afraid of ever showing commitment in a relationship.
After leaving home, James joined a bike gang near Sunny Town where he became know as 'Little Jim', being the only member of the gang to need training wheels. As luck would have it, his old friend 'Big Jess' Hamilton was also a member of the gang.
What happened next is not entirely clear, however it is known that Jessie and James went their seperate ways. James continued his rebellious life by joining Team Rocket at their Viridian Recruitment Center. Where, as if by fate, his assigned partner was Jessie Hamilton. Along with a talking Meowth, they became some of Team Rocket's top ranking agents in Viridian City, even with wanted poters set up at the Viridian Police Office.
However, this reputation didn't last once they met 'The Twerp' and his Pikachu at the Viridian Pokemon Center, where they suffered a humiliating defeat which resulted in the destruction of the building. Following that night, they vowed that they would capture Pikachu no matter how long it takes. After five years of unsuccessful attempts, they're still trying.
