The closest planet to the Sun in the solar system of Alternate Earth and the Local Solar System has a single government for the whole planet, the oligarchic Senate of Mercury. The Senate has long established it's view that it's planet is neutral in the conflict on Earth between the Pan-American Collective and the Eurasian Dominate, though Mercury has state it defends the similar neutrality toward on-Earth political and military Collective-Dominate rival on the part of the cities in Earth orbit (see orbital colonies in AELSS).
