Potentiality 15 = 0.05%
14 = 2.5%
13 = 24.5%
12 = 49.45%
11 = 21.5%
10 = 2.0%

Other Stats 12 = 0.05%
11 = 2.5%
10 = 24.5%
9 = 49.45%
8 = 21.5%
7 = 2.0%

odds of getting a high number during a roll (15 or a 12) 1 out of 182
odds of getting a 15 potential B.O. 1 out of 2000
odds of getting an 11/11 sailor of the type you want 1 out of 1600
odds of getting an 11/11 sailor that you don't want 1 out of 178
odds of getting a 12/11 sailor that you want 1 out of 80,000
odds of getting a 12/12 sailor that you want 1 out of 4,000,000

Note there is hints that the sailor stats are not actually integers but it is impossible to determine the exact value without leveling them high.
