「為資訊科技‧為香港」”For ICT For Hong Kong”是莫乃光參選二零零八年立法會選舉(資訊科技界)的理念,強調資訊科技專業人士以誠實、正直和具備專業操守的精神及知識,提升香港資訊科技業界的競爭力,為香港社會爭取可持續發展的空間。 “For ICT For Hong Kong” is the core message of Charles Mok’s campaign for 2008 Legislative Council Election (Information Technology Functional Constituency). The emphasis is on ICT professionals making contribution with integrity, honesty, professionalism and expertise to make Hong Kong's ICT industry more competitive, and to make Hong Kong more sustainable economically and socially.

理念 | Vision

“For ICT For Hong Kong”的 “ICT”包含兩重意義﹕一是資訊及通訊科技(Information Communications Technology);二是推動香港長遠發展的基本價值、元素和策略 - 3I’s, 4C’s and 4T’s。該政綱也包括其他重要政策如教育、貧窮、政制發展等。

Behind “For ICT For Hong Kong”, in addition to ICT meaning “Information Communications Technology,” it also represents the 3I’s, 4C’s and 4T’s - the core values, essential elements and strategic factors for Hong Kong’s long-term development. This platform also covers other issues beyond ICT, such as education, poverty, constitutional development, etc.

捍衛基本原則 – 3I’s | Safeguarding Our Fundamentals – The 3I’s

3I’s指資訊自由(Information freedom)、資訊保安(Information Security)及資訊基建(Information infrastructure)。言論、表達及資訊流通的自由是香港的基石,不容損害。資訊自由配以優質基建,為香港資訊及通訊科技業創造不少商機。自由表達意念的文化,使我們擁有亞洲最具創意的人才。 近期出現個人資料外洩事件,顯示這些公私營機構急需提升其資訊保安技術、政策、程序及運作文化,保障用戶的私隱,而重視資訊保安政策是關鍵。基建方面,雖然過去十年,香港已朝著「無間資訊社會」(Ubiquitous Information Society)邁進,但仍有待改進的地方。 為促進 “3I’s”發展,莫乃光會﹕  提出私人條例草案-保護資訊自由條例-保障本港資訊自由,為網上服務供應商及資訊及通訊科技專業人士等提供「避風港」保護;  制訂完善而長遠的資訊保安及保障私隱政策,釐定持份者的角色;增撥資源主動監察網絡系統,打撃網上罪案;  組織政府、業界及使用者聯席會議,共同制訂「無線城市策略2010」。

The 3I’s - Information freedom, information security and information infrastructure. The free flow of information in Hong Kong, with Hong Kong’s excellent infrastructure, is key to many of Hong Kong’s ICT opportunities. The free expression of ideas has made our people one Asia's most creative. But recent incidents of leakages of personal data and security concerns indicate that organizations, both public and private, must urgently upgrade their technological, policy, procedural and cultural safeguards. In order to protect our economic and social stability, information security must be made one of Hong Kong’s top priorities in ICT policy. Despite Hong Kong has made great progress toward “Ubiquitous Information Society” in the last decade, but more needs to be done. For the “3I’s”, Charles Mok will: • Propose – the “Information Freedom Protection Ordinance” to guarantee information freedom, with “safe harbor” protection for online service providers and ICT professionals; • Establish a complete, long-term policy on information security and privacy protection, to define each stakeholders' role; increase funding for proactive network monitoring; • Organize a Tripartite Summit for Government, industry and users to form a progressive “Wireless City Strategy 2010”.

行業持續發展 – 4C’s | For A Sustainable Industry Development – 4C’s

資訊科技能促進繁榮、提升競爭力和改善市民生活質素,可惜業界一直得不到政府和社會支持及重視。要協助業界發展,政府應加強資訊科技政策的承擔(Commitment)、推動電子公共服務和公民參與(Civic access)、保護知識產權制度促進創意(Creativity) 及以科技支持環境保育(Conservation),缺一不可。為此,莫乃光會﹕ • 責成政府以科學化,合邏輯和和持之以恒的態度,制訂資訊科技產業的發展藍圖; • 設立個人化電子公民戶口,以及促請政府設立不同的電子論政和請願渠度,鼓勵市民關心社會; • 平衡版權人、使用者和政府的利益,讓版權人能有效向蓄意侵犯版權者索償,避免加重網絡服務商的負擔,讓消費者合法和公平使用版權物品;並致力推動創意共享(creative commons); • 成立由商會、資訊及通訊科技團體和政府組成的「綠色ICT聯盟」,制訂綠色ICT守則;積極推動電子化社會,如推廣電子教科書等。 ICT matters for an economy and for its people. However, our Government and our community has not valued our industry To achieve sustainable development, the 4C’s : commitment, civic access, creativity and conservation cannot be neglected. In this connection, Charles Mok will: • Push Government to adopt a scientific, analytic and sustained effort to develop a strategic blueprint to develop Hong Kong's ICT industry; • Move to establish the personalized e-Citizen account, and implement e-petition channels to encourage public e-engagement. • Work with copyright owners, users and Government to balance their interests: for copyright owners to target genuine infringers, with minimal burden and liabilities for online service providers, without harm to the fair-use right of users and consumers; and promote creative commons. • Form “Green ICT Alliance” with major trade and ICT associations and Government to adopt practices in green ICT; and promote the use of e-textbooks.

投資創意資本– 4T’s | Investing in our Creative Capital – The 4T’s

人才(Talent)、科技(Technology)、包容(Tolerance)和地理優勢(Territory Assets)是香港在創意年代維持競爭力的策略。然而,香港資訊科技人才短缺,本地科研投資落後於人,數碼隔膜嚴重令人關注。為此,莫乃光會: • 建議設立法定資訊及通訊科技專業認證,促請政府撥款建立註冊機構,提升業界專業人士的地位,吸引更多具創意的人才投身業界; • 促請政府以稅務優惠,鼓勵私營機構加強科研,促進業界增聘研究人員,增加本地具學歷專才的就業機會; • 要求寬頻上網服務費納入為綜援基本生活開支,使有學童的綜援受助家庭受惠; • 支持在落馬洲河套發展科學園第四期;推動落實珠三角電訊特區。

Talent, Technology, Tolerance and Territory Assets – the 4T’s - form a comprehensive competitive strategy in the creative age. Yet, Hong Kong is facing problems of an ICT talent crunch, insufficient research and development, and digital divide. In this regard, Charles Mok will: • Propose legislation for ICT professional certification and advocate funding to set up a registration body, to uplift our professional standing and recognition, so that more top creative talents will join; • Propose tax incentives for local R&D activities, and through the hiring of researchers, increase local employment for local talents with advanced degrees; • Urge Broadband Internet charges be included as a basic living expenses for families with children under the Comprehensive Social Security Assurance (CSSA) scheme; • Propose the Lok Ma Chau Loop region to be developed as Phase Four of Hong Kong Science Park; establish the Pearl River Delta Telecommunications Special Zone.

為香港﹕超越科技| For Hong Kong: Beyond ICT

莫乃光也關注政制發展、公共財政、競爭政策、貧窮、規劃、教育、醫療及環境等與市民息息相關,也關係著香港的持續發展的政策。莫乃光會﹕ • 要求盡快落實雙普選,並於二零一二年立法會選舉,擴大功能組別的選民基礎;他認為最終取消功能界別選舉; • 監察政府的公共財政政策,促請政府把加稅或強制供款視作最後選擇,避免增加中產及草根階層的負擔; • 為貧窮家庭兒童提供平等機會,讓他們發揮潛能,包括提高資訊素養; • 檢討市區重建政策,使市區的重建、活化、保育得到平衡; • 擴展小班教學至中學;檢討母語教學政策,讓家長有更多選擇,讓學校有更大自主權; • 醫療改革應以提升醫療服務質素為目標,而非只考慮醫療融資; • 擴大生產者責任制範圍,並諮詢公眾。

Charles Mok is also concerned about other policy areas: constitutional development, competition, poverty, development, education, healthcare and the environment -- policy areas that are not only about people’s livelihood but also our sustainable development. Highlights of his policy stances include: • Advocate earliest implementation of universal suffrage, with measures to significantly widen the electorate base of FCs in 2012; and maintain that the FCs should be eventually abolished; • Monitor Government's public finance policy and to practice that the introduction of tax increase or contribution schemes would be the last resort to avoid additional burden on the public, especially the middle class and the grass-root; • Provide children from poor families equal opportunities to develop their potentials, such as improving their digital and information literary; • Review urban renewal policy with an aim to achieving a balance among the redevelopment, revitalization and preservation of the urban areas; • Extend small class teaching scheme to secondary school; review the mother-tongue education policy, to give more choices for parents, and more autonomy for schools; • Reform public medical services with the primary aim of enhancing the quality care, rather than just the financing issue; • Expedite consultations on producer responsibilities system legislations, and expanding the range of products covered.

莫乃光在零八年立法會選舉承諾IT選民及全港市民﹕ • 尊重ICT專業及人才發展; • 維護資訊自由及互聯網的安全、開放及私隱環境; • 推動投資醫療、教育、運輸等電子公共服務,提高施政質素; • 發展ICT產業政策,拓展市場及爭取內地國民待遇; • 倡議新專業核心價值:敢言、承擔、前瞻; • 爭取盡快落實雙普選,堅守香港公眾利益先行。 In 2008 Legislative Council election, Charles Mok committed himself to the IT electors and Hong Kong citizens with the followings: • Respect ICT profession and develop manpower • Safeguard information freedom and protect security, openness and privacy on the Internet • Invest in e-public services in healthcare, education, transport etc. to achieve better governance • Develop strategic ICT industry policy for market expansion including Mainland national treatment • Advocate new professional core values: Integrity, Commitment and Foresight • Fight for universal suffrage, and insist on putting Hong Kong first
