Russian President Dmitry Medvedev plans to prosecute the poor buggers. Quote him in televised comments in late November 2011 following the failure of the Phobos Grunt mission to Mars:
"Recent failures are a strong blow to our competitiveness. It does not mean that something fatal has happened, it means that we need to carry out a detailed review and punish those guilty. I am not suggesting putting them up against the wall like under Josef Vissarionovich (Stalin), but seriously punish either financially or, if the fault is obvious, it could be a disciplinary or even criminal punishment."
If a detailed review of what happened has carried out, there are ways to prosecute the Phobos-Grunt team:
Send in the Spetsnaz GRU and the FSB team to capture the Phobos Grunt team.
Send in the police to take them into custody.
Get them to the court.
