[edit] Article I: Admission & Membership
[edit] Section 1: Admission
A. To gain admission into the R/C/B, each player must apply, to do this, ask DillyDally, otherwise, you should know. However, DillyDally may accept you by whitelisting.
B. Then, within a week, you should have been seen, and accepted, if not:
C. If, you are not accepted within a week, contact with either The Random Cheeseballian, or DillyDally (the latter preferred), in the form of a question.
D. You should then be accepted, and then white listed. If you are not accepted, DillyDally has a black list, you may be on it, do check by asking him, if not, he will accept you immediately, if so, do not expect to be accepted.
[edit] Section 2: Membership
Once accepted, members of the R/C/B are expected to;
A. Make a showing on the off-site forums as well as IRC for organization and communication purposes. (both are not on yet)
B. Actively participate in discussions and votes to help guide The R/C on its Galactic paths.
C. Follow the guidelines of the charter. Those found violating laws of The Random Cheeseballians are subject to disciplinary action distributed by the ruling executives.
D. Help other members in all areas, such as: quests, meat, and support.
[edit] Article 2: The R/C Cabinet
[edit] Section 1: Preface
A. The R/C Cabinet shall serve as the executive assembly of The R/C.
B. The R/C Cabinet is charged with the responsibility of ensuring to operations of its offices and delegating appointed officials as necessary.
C. The Cabinet will be exclusively when we excel 10 members.
[edit] Section 2: Ministers
A. The Prime Minister serves as primary leader of the R/C and oversees the operation of the Cabinet. He/she acts as spokesperson of the R/C. Special Access: clan training.
B. The Foreign Minister oversees treaty negotiations and serves as chief negotiator of the R/C. Special Access to: credo, advertising
C. The Defence Minister oversees the defence of the clan, including all methods of preparing members for conflict. Also leads: War room, must have broken hippy stone. A copy of the Hitlist is necessary.
D. The Home Minister oversees the recruitment and integration of new members into full membership, including the operation of an academy and historical upkeep as well as: stash access, applications, blacklist
E. The Intelligence Minister oversees all intelligence operations, including moral/judiciary choices, upkeep of statistics, and espionage. Must have: multi, for infiltration, a copy of the Hitlist would be beneficial, as would the blacklist and whitelist
F. All of these shall have executive power over ordinary members.
[edit] Section 3: The Prime Minister
A. The Prime Minister shall have the definitive say in all council and alliance matters not otherwise delegated to the remaining ministers. He/she shall serve a term of three months, while all other ministers shall serve a term of three months.
B. The Prime Minister may countermand a Cabinet decision except when four Ministers agree on a course of action.
C. The Prime Minister, with advance notice given in real time to one other Minister, may take unilateral action in defence of the Legion and/or its allies in times of emergency. Such actions will be subject to immediate retraction or ratification as soon as a full cabinet vote can be taken.
[edit] Section 4: The General, or High Ruler
A. DillyDally, or the ruler of the R/C at the time, has emergency, and general governing powers at this time. He has the last say, and emergency pullout.
[edit] Article 3: Elections
[edit] Section 1: Election Procedures
A. Held when there is a smell in the air (usually, without interference, every 4 months, on the first week,), but, of there is a bad leader, immediate emergency procedures.
B. Candidates running for office will have one week prior to the election date to campaign for their positions.
C. During this week discussions will be opened up for each candidate in whom they will take questions from the populace regarding their candidacy.
D. One the date of the Elections, polls will be opened up and remain opened for 72 hours.
E. Winners will be selected by a majority vote for the candidate.
F. Any ties will be resolved by a secondary run off vote that will last no longer than 36 hours.
[edit] Section 2: Election Rules
A. A Candidate may only run for one office during any given election. B. Any attempts of mass messaging with the intent of swaying voters to a specific candidate are banned. C. No candidate may have more than three images made/shown to promote their own campaign.
[edit] Section 3: Candidacy Requirements
A. The Prime Minister position is open only to those with prior cabinet experience, no other position requires previous experience, but is highly recommended.
[edit] Section 4: Replacement
A: Should a vacancy open up in the cabinet prior to the next elections, the Cabinet shall select an interim position to fill the slot until the next elections occur, this can also happen if there is a corrupt Cabinet member.
[edit] Article 4: Roundtable
A. All members of the R/C are admitted to the Roundtable, the legislative chamber of the R/C Authority.
B. Any R/C member may at any time move to introduce new legislation or amend/remove existing legislation, and invite other members to second that motion.
C. A motion to amend this Charter must receive support from a minimum of two Cabinet members before brought to a plenary vote. The general membership must concur by a two-thirds majority.
D. A motion to ratify or repeal a treaty or agreement with a foreign clan must receive support from, at least two, including the foreign minister, Cabinet members before brought to a plenary vote. Any such motion must receive a two-thirds majority from the general membership before it goes into effect.
E. Any other motion seconded by four R/C members is brought to plenary vote, and is forwarded to the Cabinet by a simple majority. Should Cabinet wish to veto the motion, they shall vote to do so by simple majority within 96 hours.
F. Should the Cabinet veto legislation, the membership may vote again, within 72 hours of Cabinet announcing the veto, to enact the legislation without Cabinet Support by three-fourths majority.
G. The Cabinet’s vote records on legislation and treaties are subject to public disclosure upon each Minister Review.
[edit] Article 5: War and Aid
[edit] Section 1: War
A. A "non-sinking" part of R/C war, mass PvP, may be used.
B. If a fellow Member is attacked, bullied or harassed in any way, the rest of the R/C is expected to help and pitch in wherever possible.
C. If war is at hand, or the R/C has decided our clan is to do war, we will do it altogether, everyone donating.

A. Legion willingly offers aid to any member who seeks it. Aid is defined by, but not limited to: --Meat --Food/Booze --Items --Help, IE: quest information
B. Members are not required to send aid should it have a crippling effect upon themselves.
C. Non-members who seek aid may or may not be answered depending on the circumstances.

Section 1: The Home Minister
A. The Home Minister oversees the recruitment and integration of new members into full membership.
B. Has Special access to: Whitelist, Hitlist, Blacklist, Applications, and Interview Questions.
C. Responsibilities: Accept suitable players, history and academy, for the teaching of new Cheeseballians.
Section 2: The Foreign Minister
A. The Foreign Minister oversees treaty negotiations and serves as chief negotiator of the R/C.
B. Special Access: Credo, titles, Advertising, Clan Relations. The Clan part of all lists.
C. Responsibilities: inter-Clan relations, enemies, allies, mild warfare.
Section 3: Defence Minister
A. The Defence Minister oversees the defence of the clan, including all methods of preparing members for conflict. He must have a broken hippy stone.
B. Special Access: War room, Black, White and Hitlist
C. Responsibilities: Hitlist, Blacklist, War and PvP
Section 4: Intelligence Minister.
A. The Intelligence Minister oversees all intelligence operations, including moral/judiciary choices, upkeep of statistics, and espionage. Must have multi, to infiltrate clans
B. Special Access: All Lists, Forum Administrator, other-clan relations.
C. Responsibilities: Inter-clan relations, judging, espionage, statistics.
