Sanchez y Aragon received his medical degree in gerontology from Johns Hopkins in 2201CE. He took post graduate research in telomerase reconstruction and founded Telomegen which introduced Telomerin an antiaging drug in 2209CE. Sanchez accepted the appointment of Secretary of Health and Human Services in the first Williams Administration in 2016 CE. He ran for Governor of his native state of California in 2022 CE and served one term. In 2227 CE he declared his intentions to run for President of the USTA. He announced to the country that he would not accept campaign funding from any source, and publicly delivered a bank draft for $12 billion to the Federal Elections Commission to pay for his campaign.
His skills were tested ten months after he took office by the Black Thursday plague. The USTA was the first of the states of the North to recover from the Information Plague. Sanchez declared a state of emergency four hours after the plague seized and erased the software in the Internet nodes. He called on private enterprise to restore order and assigned technical resources from the government and military to work under the direction of private enterprise. This collaboration was a precursor of later events. The state of emergency was lifted before Thanksgiving only 33 days after the disaster, and e-commerce had a record holiday season.
Sanchez’s close collaboration with private enterprise made him the natural spokesman for the global corporations. Fear of re-infection expressed by the global corporations – many of them headquartered in the North – forced Sanchez and the heads of the JKEU and European Federation to keep closed their borders and networks to all forms of trade and traffic with the states of the southern hemisphere. This condition persisted into 2233 CE, and placed significant pressure on the governments of the North to take some form of action to restore the global golden age. The economic dislocation of the populations of the northern states became the deciding factor. The setting for the confrontation between North and South was the Unity Council.
The heads of state met at Amundsen-Scott on September 2, 2233 CE. Sanchez y Aragon, presented the position of the North. It was a very simple issue: Since the South could not solve their infrastructure problems their regimes were bankrupt and would be seized by the North. The vote was split, and UN Secretary General Farouq ibn al Faisal broke the tie. The Unity Council resolved to file suit in the World Court against the African Union, the Federation of Ancient Peoples and the South Asian Confederation for the repayment of loans and trade deficits.
On June 26, 2235 CE Farouq ibn al Faisal was assassinated when a bomb hidden in his official floater exploded killing him, his bodyguard, and his driver. A militant Islamic faction with ties to the Saudi royal family, headed by Faisal’s second cousin, claimed responsibility for his death. President Sanchez, in his eulogy called Faisal “the statesman martyr”. The USTA President believed that he alone could bring stability to the world and heal the United Nations. He first negotiated with the other heads of the Northern states to assimilate their governments into the USTA. With the support of global media and the large global corporations he unilaterally appointed them Co-Presidents with jurisdiction over their respective territories in return for their support for his election as UN Secretary General. In the space of one week after Faisal’s assassination, Sanchez y Aragon had consolidated power into his hands and declared a state of global emergency that was endorsed by the Co-Presidents of the United States of the North who were also the Supreme Special Masters of the bankrupt Southern states.
On July 4th Sanchez addressed a joint session of the Unity Council and the General Assembly. In his address “ The Five Pillars of Hope” he called for a global constitutional convention whose objective was to construct the first planetary government.
Under the Sanchez Administration, the progress toward the integration of the South into the economic processes and the living standards of the North was gradual but steady. By 2240 CE the Special Masters were recalled. Sanchez charged the military establishment with organizing and implementing the Faisal Towers and the exploration of space. The design and planning of the Towers was completed and the construction begun in 2242 CE. That same year the Grand Constitutional Convention presented the Constitution of the United Nations to the Unity Council for ratification. The Council decided that the people of Earth should be heard before such an historical step was taken. Elections were set for 2244 CE to permit over a year for the peoples of the world to study, discuss, and debate. On June 26, 2245 CE, the tercentennial of the First United Nations Charter, and the tenth anniversary of Faisal’s assassination, President Sanchez y Aragon accepted the ratified Constitution from the Unity Council. The transition to a democratic global government was complete.
