A TESOL certificate is most often provided by a private recruiting business. One cannot fail the course for the certificate. You just pay your money and get a certificate and some leads to private language schools that the company has a business relationship with.

Some companies that call themselves colleges issue TESOL certificates or degrees are simply diploma mills, a very specific use of automation as described by David Noble.

The certificates provide no hands-on experience in a classroom.

There is no professional body that issues TESOL certificates. Anyone that can print up a certificate on their computer can thus issue a "TESOL Certificate". It is truly one of the greatest frauds in the English teaching field.

Despite offering 60 hour courses on a series of weekends, participants will find that they are not qualified for jobs where the scant pedagogical theory that they learned may be applied.
