Of all the possible reasons for planting telephone poles I believe that TelevisionOverInternet is the one application alone that would justify such an endevour. Television streaming, CctvCameras, uncapped Internet and doing something positive for South Africa will be the impetus for the creation of these telephone and cellular Voip exchanges. The same wires that carry the CCTV stream will also carry YouTube. Thus multimedia services and an Internet feed will subsidize the CctvCameras and ImageProcessing network enabling the decentralized convergence of voice, video and data - solving the crime and Telkom impediment.
What we want is a dynamic content delivery service that streams IP protocol based video images to our PC using the same thing that Telkom uses for the purpose: DsLam Our Internet experience is crippled in South Africa due to the cost of bandwidth. Only by combining our resources and building our own exchanges will multi-media services like http://www.youtube.com , http://video.google.com and http://www.cspan.org become and affordable alternative to Naspers Multichoice. Content will be legally hosted on a local server and streamed to the end-user via a ResidentialWiFiHotSpot.

By using a proxy server or Ice cast server and caching the streams the data has to be downloaded only once. The Ice cast server converts the audio stream to MP3 on the fly an retransmits it to each listener. In motivating a TelephoneNetworkRollout to your neighbour you will have to provide these sorts of reasons.

Only by combining a TelephoneNetworkRollout with MeshNetworking and WiMax will this type of content be available at affordable rates. The Internet multimedia content will subsidize the CctvCameras - converging voice, video and data.

Funny, but the real reason it didn't melt is because they refuse to stream video across international boundaries so most of the world cannot access it...
I'm from Australia, currently living in Norway, and I definitely wanted to watch the Aussies and also be able to watch with English commentary, rather than Norwegian. So I bypassed those regional restrictions to stream video from both NBC and Yahoo7 [yahoo7.com.au]. It can be done with either a VPN or SSH tunnelling to a server in the USA (for NBC) or Australia (for Yahoo7).
If you have a server available to do it, SSH tunnelling is as simple as:

Then set your browser to use localhost:8080 as a SOCKS 5 host.
Otherwise, eurosport [yahoo.com] apparently has streaming available in Europe, but it costs a few dollars; and, if it works in your country, I'm told youtube.com/beijing2008 [youtube.com] has some videos, but I'm not sure which countries that's available in (It doesn't seem to be available in either Australia, Norway or the USA)
Finally, as a last resort, you can try downloading events recorded from TV through either usenet, bittorrent or other P2P networks.
